Decreases the effect of RNG and increases the effect of quality levels in determining stats for weapons, tools, and armor. Ensures that higher quality levels always generate better items. Also makes the number of mod slots equal to the quality level.
This mod works on servers with no client side installation necessary, or on single player games.
