Bullet case made out of steel is very unrealistic cause it would make it harder for the bullet tip it self to leave the bullet casing causing it to do less damage cause the bullet would have less power since it used most of its energy to leave the buttlet casing cause steel doesnt expand as easily compare to the brass. The only logic to have steel used for a bullet it would be for bullet tip but that would then become armor piercing ammo made to penetrate tough armor.
Not sure if you are aware of this, but the steel ammo does less damage than the vanilla ammo. The only diff is the steel ammo has 200% degradation.

Nope. Steel ammo is referring to the case. The bullet itself is the same bullet used in brass cased ammo. As a side note, in real life ammo made with aluminum cases is also available.
