[1.3] Vita – Installable Nerd Outfit Mod

This serverside-working modlet adds a simple chest modifier which can be crafted without requirements at the workbench. It adds the Nerdoutfit Buff to the installed chest-item. (Grants a chance to double the magazine points.)

The chance is higher if the item tier of the installed mod is higher. Each Tier increase the chance by +10% and starts with 10% for Tier 1.
